This case study explores the leadership journey of Smt. A.V. Leju, President of the Karivellur Peralam Grama Panchayat in Kannur district, Kerala. Grounded in the framework of the 73rd and 74th Constitutional Amendments, which institutionalized women’s political participation in local governance, the study highlights how Smt. Leju transcended patriarchal barriers to emerge as an influential leader. Drawing on interviews, observations, and community narratives, this case study documents her formative experiences, challenges in asserting authority, and her strategies to strengthen grassroots democracy. Particular attention is given to her initiatives in women’s empowerment through Kudumbashree, poverty alleviation, education, and community development. Under her leadership, the Panchayat received multiple recognitions, including national-level awards, positioning it as a model of participatory governance. The study underscores how women’s agency at the grassroots not only transforms governance structures but also redefines community aspirations, making Smt. Leju’s journey, a testament to the transformative potential of inclusive democracy.
